I stumbled upon this website barely a week ago and I got tons of information which helped me so i am posting my story which may be useful to others. My interview was in Newark NJ at 8.40
I arrived in the US when I was 25, I was out of status at age 26 and when I became a resident I was 27. Technically I didn't need the Selective Service letter but I'm sure you know how it goes.
I didn't have SIL and I was so worried for the interview. I got an affidavit and explained my situation and why i couldn't register, but that wasn't the SIL letter. i was nervous for the interview, the interview was scheduled for 8.40. On my way to the interview around 8.00 am I realized I had left my expired passport at home so I rushed back home to get it. I didnt think about taking it earler but fter reading threads here i decided to take it and she asked for it and went through both of them. I made it back to Rodino building at 8.40 on the dot. After an agonizing 3hr wait i was called for the interview. The lady introduced herself and I took the oath. Then came the 10 questions.
-What is the primary duty of US citizens
-Who was first president
-What movement tried to end racism
Who is the goveror of NJ
-Where is the statue of Liberty located
I cant remember the rest but she then got to Selective Service. shes asked if I registered. I told her no. There was a pause, she calculated my age.. wrote stuff and the interview continued. After a few more questions I was asked to sign some papers and the oath was at 2.30.
So I am a citizen today and I have the certificate as well. I started the process on 9/29/09

Once she figured out you are over 31, she ignored the Selective Service issue and moved on. At age 31 it becomes largely irrelevant.
