No receipt for I-90 after 8 weeks - refile ?

Hi! I have a situation with a I-90 filed on Aug 31 and have seen no receipt from INS as of now, Oct 31.

I have an employment based GC, lost my green card while travelling outside the US, got a travel letter and an I-90 filled out at the US embassy in India, and paid the fees. The day after I entered the US, I submitted it at the San Francisco USCIS for forwarding to the LA facility. They gave me a copy of the form and my original documents (which were verified in India).

There were two complications :
- The fees had changed between the time I filed the I-90 in India and when I gave the form in here. So the officer at USCIS told me that it might get rejected.
- My address changed between the time of filing in India and submission of form. I gave the new address to the USCIS officer + filed AR-11.

Its oct 31 now, I havent received my receipt yet, and when I went back to USCIS in SF, they cant seem to find any record of my form being submitted. They just advised me to wait for another month, and then take action.

(1) Is it likely they will reject because of the changed fee ?

(2) Should I just assume that my original I-90 is lost ?

(3) Can I e-file even if my case needs supporting documents like police report etc ?
