do all indians need a no obligation to return to india certificate (NORI) for the waiver? i am hearing mixed reports. The US dept of state website states only those who were funded by their government, indian embassy says all indian doctors applying for waiver. some physicians have needed it, some haven't. would people clarify based on their experiences?
