No fees!

i have a question. Before i submitted my AOS and other forms i contacted the BCIS regarding fees. You all know how much each form costs to submit onbviously. Well the BCIS told me that you can have the fees waivered if you and your spouse earn under the poverty line, they also sent me a form showing me poverty line incomes. Well we were underneath, of course, since im not allowed to work yet and at the time my wife wasnt working. (Shes working part time now but we are still below the poverty line).
So i sent my forms off with a letter asking them to waive the fees and i sent proof of the type of unemployment benefots my wife was receiving as was needed).
Well i got all my forms back in the mail asking to include fees before i resubmit. Now we cant come up with over $500 with our income and i dont understand why i was rejected to have the fees waivered. Can anyone shed some light on this please?
