No EOS on I-94; B-2 visa

My mother came here on B-2 visa. It expires on 10/12/03. I'm planning to extend her visa by another 6 months. However on her I-94 is written "NO EOS". What does this mean? Does it mean "No extension of stay". Does this mean that even if I apply for extension it will be automatically denied. Any help is appreciated. Thanks.

If so, how long ago.
I have read that they stamp "no extension" for visitors who have applied for extension multiple times.
 
She has applied for extension 2 times earlier got it and went back within the dates. For this one I'm planning to apply soon.
