No education no green card

A friend of my wife won dvlottry but the issue is that she doesn't have any education background even primary school certificate but she meet dv vocational requirement because that was what she use as her qualification during online application. Her fear is that can America Govt. grant her green card without education background?
 
What's her region? coz if is africa it's gonna be a tough one....chances are slim but all things being equal I think
she should give it a try if only she's not from AF region
 
why is Africa different treatment? I mean the rules is the rules in any region but maybe it will be harder in Africa because there are too much winners, it's really hard without education to get it, but your friend can make it through work experience, I toke this note from state.gov web site:

The law and regulations require that every diversity visa entrant must have at least a high school education or its equivalent or have, within the past five years, two years of work experience in an occupation requiring at least two years' training or experience

what is a vocational qualification equal to? If it can be proven that it is equal to at least a high school education then she can try. She must make sure that she can present her case and has all supporting documents though since it may be very easy for the consular officer to just dismiss her case. It may be also difficult for her job to meet the requirements as well but she can look it up on the website http://online.onetcenter.org/
 
Vocational....I have been to a Vacational school for 4 years after I finished High School since High School diploma was the requirement to get into the Vocational school where I went....it is different for different courses, countries, etc...
 
Everyone who has finished the primary school and high school (or high vocational school) ,equal to 12 year (8+4) education system of education is eligible for dv lottery ,read more .
And those who enrolled the university-faculty by example 2008 and did not finished just put "present " in the answer.And take with you some proof that you still attending that university. Asspecially if you think that your high education might not be eligible for dv lottery,because once you proof that you enrolled the university it will be much easier ,i think.
 
Vocational schools are looked at different from country to country....some vocational educations are more or less courses and not comparable to a High School diploma while others are...
 
Am not sure until you have 12 years course of elementary and secondary education. Maybe you can check with attorney before interview.
 
You don't need neccessary a 12 yr education...My friend finished HS when she was 14 yrs old in a regular school in the USA and she was never questioned about her age or why she did it so fast. She showed her HS diploma and had sent in the transcripts from the school...but none of the questions during the interview were about it.
