No Birth Certificate. I-485, I-130

I am applying for a my wife's greencard (I-485 and I-130 etc..). We are gathering all the necessary documents. My wife does not have a birth certificate. She never had one. She is from INDIA and a birth certificate is needed for the I-485. If a birth certificate is not available, can we submit some other document? If so what other documents can she submit as proof of birth? PLEASE HELP.

If your wife was born in 1970 or later, a birth certificate will be available since registration of birth became mandatory for those born in 1970 or later.
If birth was not registered, a letter from the registrar of births stating that her birth was not registered is required. The letter should also state both her parents names. In addition to this letter, two notarized affidavits on non judicial stamp paper from close relatives who were witness to her birth are also required. If you have any other secondary evidence of birth like school records (Xth class certificate for example) can also be submitted.

Can the parents submit affidavits as witnesses to the birth?
