Hear! Hear! Wish we had people like you in charge of managing USCIS processes!
If there was any fairness in their system, they would:
1. approve/process cases according to their own Adjudicator's Field Manual, instead of processing them based on their own convenience.
2. provide reasonably detailed status information on every action taken on a case
3. have reliable communications mechanisms - instead of letting FP notices get "lost" (more likely, never get generated) and no one apart from TSC knowing that a notice was generated.
Unfortunately, it is not clear that USCIS does things the way it (says it) should. To be fair, they have way too many components in their system, too many legacy databases, quite a few interfaces with other agencies, etc., so it's not really an easy job to work within the constraints of all these variables.
As far as we applicants are concerned, all we can do is hope each day is *the* day!
One good change I've seen recently is that TSC IOs seem to be a lot more responsive and helpful. That is definitely a great help!
