NJ resident N-400, file at Missouri Benefits Center

I filed N-400 for my parents in Oct 2017. My mother got her citizenship in Mar 2018; however, my father is still waiting for his interview. He is 79 years old and is Pakistani national.

Today we got an email from the NJ office (Mount Laurel) that his file is not physically located in the NJ office. File is currently in Missouri at the National Benefits Center and has not been forwarded to a field office for interview scheduling or adjudication. Looking at his I-797 C, it lists the national benefits center as "Lee's Summit, MO". So i guess his file is stuck at Missouri for over 17 months now.

Any idea what can we do? Is there a way we can find out where his case is stuck?
