NIW letters & TSC INS

Dear NIW experts:

I am planning to apply for I 140-EB2-NIW at Texas Service Center. To get all the letters/documents ready, it took me almost over a year. Some of the reference letter writers are moved to different addresses and no longer working for their original job.

Does INS will call or write to my references? Can I give an old reference letter?

Does any one have any experience that INS contacts the letter writers?

I think some references may not even remember me now.

Please help. Thanks.

Don't think of the letters as classical "reference" letters. These will get you nowhere. The letters must specifically address the national interest subject matter and why your work is extraordinary and in that national interest.
