NIW for non J-1 physicians on H-1B

Hello,
I understand that, an H-1B [ never on J1] physician may or may not qualify for NIW based on working in a MUS/MUP/HPSA, as different states Dept of health differ in their policy on this issue.

If any of you [in your experience], know what states have a policy to support NIW for H-1B physicians, please reply.

I didn't mean a physician on H1B can not apply for NIW.
If an H-1B [never on J1]physicians, NIW request is based on working in MUA/MUP/HPSA areas, he has to get an NIW support letter from the state dept of health.Different states have different policies reagarding this issue.Some states support and some don't.

If any body knowss what states support NIW for H-1B physicians, please reply.
