My employer agrees to do a NIW for me, but I prepared the I-140 form for the employer. At the end of form I-140 (part 9), can I sign the form as the person who prepared the form? I noticed under part 9 "signature of person preparing form, if other than above", a question was asked for attorney or representative. Does that mean only an attorney or a representative have the authority to prepare this form for the applicant (my employer)? Is there any requirement for a representative? Am I (the beneficiary) qualified to be a representative? Thanks a lot.
