I was told today that I cannot apply for NIW at VA before I have completed 3 years on H1. This would be the answer that the central VA sent to my VA... and this would affect all VA... I am confused since many people on this forum have applied even before they started their employment. And to my knowledge, the central VA is not directly involved in the paperwork for the NIW.
