I would like to know whether my wife is eligible for her h4 interview waived based on this new rule. her visa expired 5 months ago. and she is planning to attend an interview in chennai-india.

"applicants within 12 months of the expiration of their previously-issued visas, who are seeking reissuance of nonimmigrant biometric visas in the same classification at the consular post of their usual residences"
