I just heard of some new PROPOSED legislation that would let people like
you claim their green card under the lottery program when they missed
out because of processing delays. There is a bill in the Senate.

You can find a Bill at http://thomas.loc.gov and put S.1119 into the Search
window.
The bill was introduced by Senator Saxby Chambliss, the chair of Senate
Judiciary Subcommittee of Immigration, Board of Security and Citizenship.
It calls for the Congress to grant Adjustment of Status to all DV applicants
from 98 to 2004 who did not get adjusted due to INS/FBI related delinquency
issues (i.e. name checks etc).

Several things you can do to support this bill (its number is S.1119):
1) You can SEND E-MAIL TO: saxby_chambliss@chambliss.senate.gov with subject
line: support for S.1119.
Please keep the message SHORT and INFORMATIVE.
2) Also, in addition to e-mail, SEND A SUPPORT LETTER to his Atlanta office:
100 Galleria Parkway Suite 1340 Atlanta, GA 30339
3) CONTACT in person your Senators/Congressmen -
OR WRITE AND SEND him a letter.
Remember that it takes more than one Senator to pass a bill through
Sentate.
Please cc the support letter to both your Senators

As for the text of the letter - JUST STATE THE FACTS AND BE SHORT: how you
applied on time and you responsibly fulfilled all the requirements necessary
in this process, yet were not served due process because of whatever
"hick-up" happened in your case, be it lost file, delayed security clearance
or (as happened in many cases) BCIS/now USCIS' failure to submit paperwork
for security clearance.

I'm one of those DV2005 unlucky ones who mist there green card because of security delay. I've wrote letters to both senator and Senator Saxby Chambliss, I hope one day they will aproove that bill. For now life is going on and I'm going to start plan B - green card through my emploer.Good post Colorbones!
