Phil. and Dallas have been set up exclusively for the purpose of eliminating the current application processing backlog. They operate at the regional level, serving as a sort of interim stop along the transition to the two regional offices slated to take over in Chicago and Atlanta. They are processing backlogged cases from Regions initially, but soon to include backlogs from the state level. After deadline dates (discussed elsewhere), when PERM finally goes live, ATL and Chicago will process applications received online as well as state initiated files that are "current". The centers in Phil. and Dallas will continue working on backlogged cases until the backlog has been eliminated (using priority date given to employer at time of application to determine whose application gets processed first). Presently, cases are being transferred to the BEC's by regional and (eventually) State offices and are being entered into a data processing system designed to generate letters of receipt as well as giving the applicant (employer) the option to terminate the application if obsolete or continue with processing as well as an opportunity to rectify/clarify errors on the original applications (aka, 45-day letter).
