The information is false. You do not have to reapply for visa just for changing the employers. Unless the current visa expires and you want to get a new visa ...
And this news makes it sound like a big crime leaving a project in the middle . And that by doing this you will not get a new visa.
May be this article is for scaring potential employees of these indian firms who will be brought here soon and will probably stick with the company thinking that they cannot leave the company in the middle.
