For May, immigrant numbers in the DV category are available to qualified DV-2009 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:

ASIA 22,800
EUROPE 24,900
NORTH AMERICA (BAHAMAS) 10

SOUTH AMERICA, and the CARIBBEAN 1,000
 
Wow, 24,800 for Europe. Looks like a lot of ppl. dont want to go thru the process because of the economy crisis.
 
Who will blame the European people for being reluctant to follow with the DV process.
Which person has not heard of the present tough economic situation in the US.
If their life situation is better in Europe for now then why take the risk by jumping into uncertain times prevailing here in the US
 
Well, the situation is tough at the moment but the fact that people are ignoring their opportunity to obtain with low effort their green card means that they do not hope USA economy will turn around now or ever

I think they removed the cap of Bangladesh because
either they forget to put it
or there are not too many applicants with rank # between 17400 to 22800

Just a guess
