new visa bulletin for March 2010-- huge disappointment

Anyone else disappointed with new visa bulletin. They were processing case or dates were moving very fast for F1 category and then all of sudden came to almost a complete halt. I guess with immigration, nothing can be predicted? Anyone know any reason for it? Tremendously disappointed.
 
so do you think for next month or a month after that, it's possible for them to pick up speed again. Or it's impossible to guess.
