There are no contradictions at all.

This means that adjudicating officers have greater discretion to grant waivers without asking first the alien applicant to submit an I-602 . In other words they can grant the waiver and the adjustment on the basis of the existing file alone. It means that many people will not be bothered with hiring an attorney to file the I-602 and to gather the necessary supporting documents. Most importantly it saves times.

Previously, under a July 2003 memo officers could exempt applicants from filing an I-602 only if the exclusion ground was EWI or unlawful presence. Now this apparently applies to all exclusion grounds which can be waived under 209(c).

It is good news for me because I am not gonna get that RFE staff .so i will save my time . :)
