New to Immigration, trying to assist a Foregin national

Hello, I have a Japanese girlfriend and I am a American living in Michigan. due to circumstances she is leaving her home in Japan to come live with me in the United States shortly; but temporarily maybe for one year. I am searching for a Visa for her that will allow her to search for work within the United States while she is residing with me. She holds a college degree in teaching Japanese to foreign language students from a accredited university I am only mentioning that because i am curious if she is even eligible for a H-X visa because of her degree. I have been swimming in a sea of papers that have been somewhat ambiguous with there terminology any help would be appreciated.

Since she has a college degree she can obtain a job in the US with an employer willing to sponsor her work visa (called H1B).

She can visit you on visa waiver but only for 3 months. Longer visits (upto 6 months) require a tourist visa from US consular offices in Japan. She cannot work in the US under either of the two (visa waiver or tourist).

I was looking at getting her a B-2 visa initially because she can not change status under the visa waver program and then moving her to the H1B visa when she became employed but the job she is applying for is in manufacturing and not a specialty service so the company would need to demonstrate a 'peak load' condition because it is not seasonal for her H1B to be considered and that is my primary concern

B2 would be the best bet for her at this time. By the way can she not look for jobs that involve teaching Japanese?
 
Yes, that would be the ideal circumstance but there is not demand for a Japanese language teacher here is Michigan I found a few positions in K-12 but that is something that has to be found out in time due to the schools specific needs. Can B-2 visa only be applied for outside the united states? My girlfriend said her friend did it in the United States with little effort.

EAC number for new H1B filling

Hello,

My employer has filed H1 for 2009-2010 two months ago but I have not received my EAC number yet. Anybody can please tell me why does USCIS take so long to issue EAC number against fresh new H1 filling? Does it really take that long!!!!!

Yes, she can change from B-2 to H1 "status" in the US. IF she ever goes out of US after that change, she will need to get a H1 visa from abroad.
