New rules for recruitment/job ads?

I just started RIR and my lawyer instructed me to do the following for recruitment period:
1. Newspaper ad (which is normal) for 4 months , once each
2. College Recruitment: send "Employment opportunity along with a sample letter addressed to a local college" to two local colleges. (college recruitment)
3. Company internal job listing for 10 days

item no. 2 and 3 is pretty new for RIR. Anyone knows if this is a new rule or what? sounds like PERM to me. ?
 
1 & 3 are normal and required for LC certification.

Regarding 2, it's upto employer where he/she looking for candidates.

BTW, Is it a entry-level position which requires less then year experience??
 
hi. yes it is an entry level , because we want to make it a lower pay position. my employer is pretty tight in salary. they give $40k for sw engineer
 
Entry-Level position, that's what I thought.

Attorney is correct by doing on campus recruitment.

BTW, You are inviting trouble by making that as an entry-level position.
