Yes they do and they usually ask why you want to do early, so just give them a valid reason.

My valid reason would be just to speed it up and not have to wait another 2-3 weeks. Would that be an acceptable reason for them? If not, what do people use as a reason and a proof to back it up?

That is not valid reason. You need to show that u will be travelling or out of town. Like Air tickets etc..

like h11ext said that you have to show some kind of proof that you will not be able to make that day.

They allow walk ins during all regular business hours any day, but you have to have proof that you wiil not be able to come in on your appointment day.
