If I file a new labor certification before PERM takes into effect in a state like Florida, would it still goto backlog elimination center along with other states?
Yes, it does. If you look at this DOL site http://www.workforcesecurity.doleta.gov/foreign/times.asp, it clearly states that if you submit your application in 2005, it would be sent to backlog elimination center by april 22nd 05.
