Same old question

I got totally confused here. As before I belive they process cases depend on the RD. But now consider people with Nov. RD only be processed half of total. So For the new time 12/03, is it ND or RD?

It is RD. The processing priority is by RD only. However, the EAC numbers are by ND. Hence, the confusion.
