Looks like whatever they have published on Dec 17 2004 is just for eye wash.

Not even single application type date moved from previous Dec 6th published date. Compare files in aila.org.

I (hoping) guess USCIS will re-published them again

due to retrogression the dates will go back for I-485 (no more July 2002) and I-140 dates will be stuck till all the prior cases are cleard.
