New Priority Date FEB1 (EB3)....clarification required

Is it Feb 1 2001 or all cases BEFORE Feb1st 2001.
My attorney says it does not include Feb 1st but all cases filed before that date ie Jan 31st.
Would any body please clarify.

The cut-off date for an oversubscribed category is the priority date of the first applicant who could not be reached within the numerical limits. Only applicants who have a priority date earlier than the cut-off date may be allotted a number. so your attorney is correct.

so the wait goes to May now.
Well I am not fretting.I have gotten used to it by now.
And even if It covered my Pd what Guarentee was there that my case would have been approved..
