New policy on Packet 3 -- Important!!!

The NVC just rejected my application based on missing documents. According to NVC's new policy, you must send all required documents (Police Certificate, Birth Certificate, marriage certificate, etc) before they even look at your packet 3. The operator at NVC says that they gather all my documents and send it to the consulate in Montreal. My packet 3 was reject on June 5th. has anyone experienced the same problem??
 
I havent had this problem but my attorney told me the same that recently NVC has started requiring all documents mailed to them so that NVC can verify and forward them to the consulate. In my case, the only document missing is PCC which I am getting by end of this week. And once I mail it to my attorney, she said she will mail the entire packet to NVC next week. So I think it is true that NVC needs all documents. Although this new requirement is not posted on NVC web site.

The requirement of sending all original documents along with packet 3 is not new with regard to consulates in CANADA.

This is the standard practice for I do not know how long!

Really???

Recent P3ers please confirm this! I am expecting P3 to come in a couple of days but I haven't collected any police certificate yet because the instruction says that "don't send these certificates to NVC".

This is not new policy.

Those applying in Canada, Albania or on the continent of Africa, have always been required to submit documents to NVC.

Only certain countries?

So this policy (which requires all certificates being sent to NVC) is only for certain countries? Hope Chinese CPers don't need to send them because I haven't collected some of them yet.
 
Obtaining Candian policy certicate

I just submitted request to RCMP Canada for police certificate. I was told that this could take 3 months before I can get the result. Is this really that slow? What are the experiences you guys have?

Are you in Canada right now or in US?
Are you doing a Name-Based check or a Finger print Check for the PCC?
I have been to the RCMP office in Toronto and asked for a Name-based check, which they said will be ready in a week to pickup. For the fingerprint check it will take anywhere from 30 to 90 days. The officer who was taking the details for the PCC told me that they do the Name based check for US immigration purpose and only if there are any hits in the name based check they will do a fingerprint check.
My attorney has told me to give fingerprints also before I leave toronto so that I will als have the Fingerprint check if required.
 
finger print times

it took us 8 weeks from the time we sent in our finger prints (from the US) to get the police certificates back from the RCMP. we just got these now so i assume the timing should be similar for current requests. our lawyer would not submit packet 3 without original documents including birth, marriage, and police certificates.

one question, our lawyer insists he sent our packet 3 to the NVC over 2 weeks ago but the automated call in system says that they are still waiting for our 'biographic data'. does anyone know how long it takes for this message to get updated?

I am in the US. I sent the fingerprints 1 month ago, no sign of any response soon.

I didn't know about the Name Check. Will look into it. Will keep here updated.

My attorney insists that we have all the documents ready before submitting P3 to NVC, and we already received P3! So now the Canadian PC is blocking the whole thing. (I only regret to have submitted it too late).

Name Check not good enough for P3?

I just contacted my attorney (employer's), who is doing the filing of my case, and asks about the possiblity of using Name Check PCC from Canada local police for filing P3. Here is the response from him:

"Based on the information in the Packet 3, the only acceptable police certificate for former residents of Canada is the certificate issued by the Royal Canadian Mounted Police (RCMP) in Ottawa, Ontario. This is the certificate that requires fingerprints to be completed and submitted to the Commissioner, RCMP. I don't think that other certificate you refer to will be acceptable."
 
Folks

For Montreal, according to the new rules, you do need to send ALL your documents with P3. This is clearly mentioned in the instructions and there is little room for doubt.

I enclosed my birth certificate affidavits (self and wife), original PCCs and all the other documents asked for in the P3 instructions. I decided to send notarized copies of my marriage certificate and son's birth certificate.

After a couple of weeks NVC issued a checklist letter stating that I need to send them the original marriage certificate and son's birth certificate. The agent on the phone also confirmed that notarized copies of these certificates are not acceptable. I finally sent them the originals.

On the Canadian PCC issue: I sent a "name check" certificate done through the International Fingerprinting Services Canada Ltd. The fact that the NVC checklist letter did not mention anything adverse about the Canadian PCC seems to suggest that a name check certificate is acceptable, or else they might have asked me to submit a fingerprint based certificate.

However, please consult your lawyers, as I am not a lawyer.

Is this for all the consulates or just Canadian? What's your consulate Kdivaker?

As per NVC web site, all canadian consulates require all documents including ds 230 form, pcc to be submitted for p3 review.

As per NVC web site, for other (non-canadian) consulates only ds 230 needs to be submitted for p3 review.

I am not sure if it is a REQUIREMENT for non-canadian consulates but in my case I know my attorneys mailed ds 230, pcc photcopies, birth affidavits and a couple other documents to nvc for review and nvc had no issues with it. My case is with mumbai consulate!

show him/her some proof of you applying for it and see whether it convinces him/her.

If the Consualte is Mumbai, then you don't have to send the
PCC with the Packet 3 . Only exception would be if it was
specifically requested by NVC.
