New Officer to NSC from CSC

NSC never recinded Ohata memo for EB2 and EB3 (not regtrogressed). EB3 regtrogressed are screwed big time. NSC is opposite to what other services center do. Other service centers progressed for I-140 to Nov 04/Dec04/Aug04 for TSC/VSC/CSC.
 
This is a shocking news to all of us, who are affected by retrogression and concurrently filed. How reliable is this news?. May be if NSC is still adhering to Ohata memo, then there is no hope.
 
Misinterpretation

I think the term 'current' is being misinterpreted.Just to clarify , It means that Visa bulletin PD <= your PD.

Currently Service centers will process any EB3 application for retrogressed country whose PD <= 03/01/02.
