New Immigration Proposal

In my class we have to write 1000 word essay. Topic: any Propsal. After all works are graded, they will be send to addressees. I was thinking about writing to INS. I want to write a proposal to reduce wait for spouses of GC holders or increase RTD expiration date. Both proposals are interesting, but how to make them strong, what's in them for US government. I need to show a real need.
Please help with any information to make a strong proposal, give me your ideas, internet links. Regards.

YOu should write on wait times for spouse of GC holder. Use your comparison based on the fact that dual intent H-1b workers can bring their spouses and also apply for a permanent status once they enter the country.

Also spouse of LPR's are required to pay Income Tax on their foreign income. DC has a slogan "Taxation without Representation" and I heard this from someone else which makes sense for LPR spouses -------> "Taxation without Visitation" as lpr spouses aren't permitted to visit on any visa.
 
Speed up process ????? Are you guys not watching TV ? They are about to legalize 20-30 millions of illegals (and it is not 11 mil as officially posted) +++ they spouses and kids in foreign countries will have to be dealt with. Here a good essay for you dude , how about "NCS is turning into Applications' Warehouse".
