New H4 when H1B transfer is pending

I will be visiting India In November for marriage.My wife will need to get the H4 stamped .I already have stamped the visa for my company till DEC 2004 but because of some issues between partners my employers formed a new company and did a H1B transfer.I have got a receipt I-129 of the same.Can I apply for a new H4 for my wife with my old visa which is still valid ?

How much is the approximate time required to get a I-797 if I convert my case to premium processing?
 
If you can get a letter from your employer (with current date) about your employment, requesting h4 for spouse, she should be able to get the H4 stamp.

For premium processing , typical turnaround is 15 days. Many get it in 10 days and some max of 30 days.
