New H1 Visa

A friend of mine is an MBA in finance and is working in India in the finance/accounting area. Some software consulting company here is willing to sponsor her H1 petition to work in the Billing/accounting department of their company.

First of all, are accountants eligible for H1 visa?
Secondly with all the layoffs in USA, does the company need to prove that there are no accountants available in USA with those skills for getting the H1 approval from INS?

Please advice.

Yes accountants can get H1. The company has to file a LCA with dept of labor before applying for H1 visa. That process takes care of scarcity of professionals in a particular metro area, promised salary Vs prevailing wages in that metro area etc...
