New H1 stamping

I have applied for H1 in november first week with a new company after the H1 from previous company expired.Now I need to go to india in February.Can you tell me the fastest way to get the H1 and get it stamped.Do you think if it safe to get it stamped in India or in US?Do you think premium processing helps in getting the H1 faster?
