New H1 Petition

Some company has agreed to sponsor a new H1 for a friend of mine. He is currently based in India.
Nowadays, how many months is it taking for H1 processing. Also is INS approving petiitions inspite of all the layoffs here?

Further will Premier processing expedite the processing time?

3-4 months. INS is still approving H1 petitions. if your friend opts for premium processing the promise is for 15 day processing time.
