According to http://www.immigration.com/newsletter1/h1bcapfromoct0103.html, part of the h-1s filling fees ($1000) will be dropped after Oct 1, 2003. However, is this new fees only appiled to new H-1B rather than the extension, which is not capped? Really appreciate your feedback. Thanks.
