You can apply without any issue, Its very simple, you don't need to send any letter USCIS.
Just download and fill it out 765, fill it out. and at end of form u sign it,
(just leave that part blank where it say that if u are filing on behalf o n someone. )
sending method is simple too,
Make an cover letter, attach 765 form and doc and send using USPS certified with return receipt.
