Actually I am the step father. and yes I did marry my step daughter's mother when she (step daughter) was still 16 years old.

Is there any guidelines that me and my wife need to observe in order to be prepared for being petitioned?
 
You should consult about your problem with any particular person, Who guides you efficiently..!
If you consult with them then they will inform the correct rules and regulation regarding this and may this problem will solve..

Are you inside or outside the US? If inside, legally or illegally? Procedures and eligibility vary based on your status and location.

Also, your stepdaughter must be at least 21 years old to petition you and her mother.

We are outside the US and my Daughter is more than 21 years of age.
 
She needs to file two I-130's (one for each of you).

Several months later, they will transfer the case to a US consulate in your country, and send you further instructions for the last round of paperwork and the fingerprinting/medical/interview.
 
The petitioner (stepdaughter) will eventually have to submit an I-864 for each of you and will need to demonstrate sufficient income (and/or assets) to support the entire household (herself, spouse, children, any other member of the household, you and her mom). The I-864P shows the income levels. IF she needs help with that she can get con -sponsors and/or joint sponsors.

Read the I-864 instructions carefully.

The I-130 evidence is also quite important, read those instructions and gather the appropriate evidence for each of the relationships.
