It was published but with an invalid link, i can also see it in the archives link as 'october 2006' but same result:

Having so many tech guys in this forum, i wish someone can come out with an algorithm on how these files are named and on what basis. Will help ease some eagerness.

This is not the first time that bulletin was out but disappeared right away. I guess we bombard their server and it crashed. Next time, whoever post new bulletin, please copy the content as well, not only the link. Please!

I am disappointed by the outcome of October bulletin. Frankly speaking I do not see any relief for India EB3 in next atleast 3 years.
I remeber we were stuck for 3 years in Labor during April 2001 processing. And it is again April 2001. May God help us.
