Need the title of the person who issues IV

I acompanied my mother for her GC interview in Abu Dhabi embassy and now am writing a letter to USCIS regarding the interveiw and the person who interviewed her.

I need the title of the person who conducts the interview and issues immigrant visas. Is it counsular general?
 
The person who conducts visa interviews at US Embassy's and Consulates is called a Consular Officer. If you are writing to the head of the Consular department of the embassy then they are called the Chief Consular Officer.

In the US, we usually say IO (Immigration Officer), in the consulates, they are referred to as Consular Officer. This is my understanding.
 
Depending on the size of the foreign mission and the rank of the officer, it may be Vice-Consul, Consul or Consul-General.
