need some advice with B-1 extension

my niece came to the united states on a B-1 visa she was given 3 month at the port of entrywhich expires on 07/20 . she applied for school and she got accepted for the fall semester. she need to to be in status in order to changer her status in October. can she apply for an extend of stay based on this reason so she can be on status when she apply for the change of status. she also have an invitation to a conference in October which she loves to attend.

Generally people get 6 months on a B visa. The ones who get only 3 months are usually really on a Visa Waiver Program entry and unable to change or extend status. The only exceptions are immediate relatives of a USC filing a timely adjustment (and that is not a sure thing) OR an applicant for a asylum.

she have a one year multi entery visa and this the second time she used it the first time they gave her 8 month which is very wired and she only stayed 5 weeks the second time they gave her 3 month but she need to stay for more time. can she mention that she is applying for school and she needs more time to finish her papers

I think you and my cousin have the same situation. You should seek for professional help who knows a lot about visas. My cousin succeeded for his immigration to australia through the help of professional services. But first, you need to consult the embassy if possible. :)
 
As mentioned by BigJoe, the normal time that is allowed on a B1 visa is 6 months. Extension may be obtained for another 6 months as the total maximum time is 1 yr. Since, the time allowed in your case in only 3 months, I am not very sure whether the reason to pursue her studies will fetch her an extension. It is better to ask the USCIS about this without any delay.
