need immediate advice

hi, my husband whose a us citizen had filed I-130 for me in june 2006 and till now apart from the notice of action he hasnt received any other documents ,I want to know how much time does it take processing to complete and can he apply for K3 visa and if i get a K3 visa will it take more time to become a citizen.

If I-130 has been approved, he cannot apply for K-3 for you.

Why doesn't he find out first if the petition was approved and what happened to it afterwards?
