I received the following message for my I140 after my lawyer answered the rfe on ability to pay

On October 28, 2004, this case was transferred to our Administrative
Appeals Office for review. That office will notify you of any further
action taken on this case.

What does this mean?
where can i find extra info regarding this matter?
how long will this take?

looks to me like the officer at TSC was not able to reach a final decision on your case and he forwarded the case to someone higher on up for opinion or decision.He probably thinks you still have a chance of approval but he does not want to make the final call. I think the Administrative appeals office is in washington and it is a part of USCIS.

Did your laywer respond to RFE or was your case rejected, followign which appeal was filed?

got a rfe regarding "ability to pay"
lawyer responded on 26 of oct.
today morning LUD changed for 140 and 485.
Finally the online message changed saying case transferred.
