Need help to contact FBI

Hi everyone!

I am hoping someone can help a very good friend of mine whose daughter's papers are in limbo.

My friend and her husband got their green cards (the physical cards) almost one year ago. When they were interviewed (in Baltimore) in December of 2003, they were told that their daughter's papers would need some kind of additional processing so they did not stamp her passport. Since then, more than one year now, there hasn't been any visible progress. They have just repeatedly been told the papers are "being processed" but there was one officer who told them the daughter's papers are with the FBI. Is there a phone number/address where they can call/write?
