Need Help !!!! Second time for the re-entry permit

Hi everyone,

My mom just came back to the US with her re-entry permit yesterday and due to some family emergency she need to apply for another REP and leave as soon as possible.

We have everything to file another application instead mom's REP is still valid till September. In the Form-131 instruction it says the the second REP won't be issued if the prior one is still valid unless the prior document has been returned to USCIS.

So my question here is how can I return the first valid REP to USCIS in order to get the second one? Please help me out, if you have the same experience before please share with me. Thank you so much.
 
You send it with the application, and indicate in the application that the valid one is ATTACHED. Your mom ought to be in the country when you send it, and she might as well stay a few weeks for the biometrics appointment, after which she can leave.
