I have secured admission for graduate studies in a US university and will be travelling from US to apply for F1 visa at Chennai,India this summer.

I have a canadian PR. Does anyone know if this would hurt my chances of getting an F1?

Also, does anyone know if I can apply for an F1 visa in Canada?

Please help ...

yes, you can apply for F-1 in Canada. Having PR in Canada will not hurt your chances.

I personally think that being in Canada will have a better chance of getting one from India.

US Consulates need you to explain why you are applying in the "3rd country" other than your homeland. Having a PR in Canada would be a perfect excuse.
