Need help on visitor visa

Hi All.....
Here's my situation.
I am 25 years old law student and expected to graduate in couple of months. I had applied for students visa and was rejected twice back 5 months ago and now i am planning to apply for visitor visa with my mother on a sponsership from relatives.
Being rejected twice, is it going to impact in anyway on my visa application this time. or is it going to make any diffrence if i apply with my mother this time. Do they have all the records in there system and do they take time to even look at the files history about last visits.
Visa officers doesnt even look at the papers sometimes and they approve the visas according to their mood and whoever they wanna give it to.

Yes, your previous visa applications will be available for the consul to review.
How much time they take to look them over is difficult to speculate.

Do they have all the records in there system and do they take time to even look at the files history about last visits.
