Need help on New H1 process!

I am applying for new H1 for my brother who is in India. What is good Premium process or regular?
What happens if I apply in regular and after few months quota fills without approving my brother’s case?
How BCCI consider the H1 cap? Counting approvals or number of applications they received.

If you are applying now and the company is good, you can go for regular processing. Enough visas are left now and few applications are being received. So you should get it in 2 months.

But best is apply in premium especially if it is body shopper etc because they may issue RFE and it may delay. What is 1000 bucks man .. get the H1 as soon as you can .....
