Need help on L2 to H1B

Hi,

I am working for multi national company and came to US on L1B visa. My wife wants to join with me on L2 after April 2007. Meanwhile my wife and I want to apply for H1B before April 2007. Can anyone please help me to the following question.

I know that I can able to change my petition from L1B to H1B. But my wife will be on L2 and will travel to US after April 2007.
How do I apply H1B for my wife? Because filling H1B from home country is deferent from changing L2 to H1B within US.
How do I proceed to get my wife’s H1B to be stamped in 2007?

She(actually her H1 employer) can file H1 either in the US or abroad.
The former can be change of status from L2 to H1, but she has to get H1 visa in the latter case.
