Need help in understanding my RFE

My RFE says the following:

Notice Date: July 7, 2004

1. YOUR RESPONSE MUST BE RECEIVED IN THIS OFFICE ON OR BEFORE October 2, 2004.
2. REGULATIONS REQUIRE THAT THE REQUESTED EVIDENCE BE SUBMITTED WITHIN 12 WEEKS.
3. ALL DOCUMENTATION REQUESTED SHOULD BE SUBMITTED TOGETHER.
4. SUBMISSIONS RECEIVED AFTER THE ABOVE DATE WILL NOT BE ACCEPTED.
5. YOU MAY NOT RECEIVE AN EXTENSION OF TIME IN ORDER TO SUBMIT THE REQUESTED DOCUMENTATION.

Could someone explain the 2nd point where it says about submission in 12 weeks? I mean 12 weeks from when?

Should be 12 weeks from Notice Date but you may get a couple of days more.

Ignore the 12 weeks thing and send your response before October 2, 2004.

I am currently on unpaid leave absence because of delayed EAD. If I get EVL asking for last 2 months pay stubs on 485, what should i respond with? Anybody in the same boat.

If you have no paystubs, then you have nothing to provide except a letter explaining your leave situation because of USCIS screwing around on your EAD, and the EVL.
