need help: file I485 need SSN, but SocialSecurityOffice reject SSN on new policy

I am preparing I485 for my wife and me, my wife just came to the states with H4. But Social Security Office reject to assign a SSN to "legal alien not allowed to work" according to new policy on March 3, 2002. They said, no working permission, no SSN. But INS need SSN for applying I485 and EAD. What should I do?

This is not new law....you should know this!

H4 dependent does not need social security nor I485 or any purposes. If you want to file your tax return ask IRS to issue her TIN number or tax id number so you can show her your dependent. Government agencies know what they are doing.

H4 doesnt need SSN. Are you new to this country. What were you doing all these years for filing income tax returns.

Do as follows

In 485 form there is a column for SSN, which you could just ignore. Since your wife holds an H4, everything is simplified. Just go ahead with the form, fill in those APPLICABLE items.
 
What happen if forgot to write ssn on I-485??

Pls reply what will happen if forgot to write ssn on I-485. I have a SSN which is not valid for work. Will I get into trouble if later I
have to apply for ssn after getting EAD???

I was looking at the Form SS-5 from the Social security office that
mentioned if I have ssn before!.
